Cigarrillos cookies were invented in Tolosa, in the Basque region, by the confectioner Luís María Eceiza. Fresh butter, eggs, sugar and flour are blended and baked, and the hot, soft cookies are rolled by hand into their distinctive shape. When they have cooled they are dipped in deep dark Belgian chocolate, sealing in the crisp cookie center.
